Crime-Issue
The crime topic covers many jurisdictions. From criminals entering from land, sea, and air crossings
to home grown criminals that import weapons and drugs to commit acts of crime. Various levels of law enforcement are used to track and catch suspects. Once caught they
pose the issue of being tried and convicted and ultimately incarsorated. So lets look at what is
faced.
The Canadian Borders
Our land borders operated by CBA (Canada border Agency) has the function to validate people and
freight passing through land border crossings. People are vetted to insure they have legal right to enter or leave Canada. Their person or conveyance is searched for things that are not allowed into or out of the country. Typically, certain fruits, vegetables, processed foods, guns, explosives, drugs, are not allowed. With 5000 km of border there is real need to stop illegal crossing. Shipped goods by transports must be checked not only for contraban but also for human trafficing. There is a need for substantially more officers.
The Port Authority
Our port borders operated by CPA (Canada port Authority) has the function to validate people and
freight passing through water ports. People are vetted to insure they have legal right to enter or leave Canada. Their person or conveyance is searched for things that are not allowed into or out of the country. Typically, certain fruits, vegetables, processed foods, guns, explosives, drugs, are not allowed. Much of what comes and goes through ports is in large containers. Litterly 100's of containers are moved at a time and each must be checked. There is a need for substantially more officers.
The Airport Authority
Our Airports operated by CAA (Canada Airport Authority) has the function to validate people and
freight passing by Air travel. People are vetted to insure they have legal right to enter or leave Canada. Their person or baggage is searched for things that are not allowed into or out of the country. Aircraft are also used for freight transport. Typically, certain fruits, vegetables, processed foods, guns, explosives, drugs, are not allowed. There is a need for substantially more officers.
The RCMP
The RCMP are the National Police force with powers that extend through every province and territory. Their services range in a wide variety of duties. They attend accident scenes, do crowd control, investigate crimes, track down and arrest suspects, and do risk accesment to name a few. There is a plan to increase officers by over 1000 new recrutes.
The Provincial Police
Ontario has it's own Provincial Police force. They have the same mandate as the RCMP but reduced to a smaller provincial scale. Only Ontario has the population to have it's own Provincial police.
The Municipal Police
Municipal police are specific to a municipality with the same objective as the RCMP but confined to municipal boundaries. Many small towns, villiages, and hamlets are not able to support their own police so they rely on the RCMP.
The Federal Courts
Federal Courts deal with inter-provincial crimes and crimes of the most serious nature. Prosicuters present the crimes the accused is aleged to be guilty of, Attourney's represent the accused to argue the case in defence. A Judge and sometimes jury weigh the merits to decide guilt or innisence. After several mistakes made in judgement saw innisent persons executed, capital punishment by death was abolished.
There is a disturbing and growing trend to sentence the guilty to rediculously short sentences. In sentencing, those found guilty are granted twice time in custody applied to their sentence to further reduce it. THIS IS AN ATTROCITY! NOT ONLY SHOULD THEY SERVE FULL SENTENCE BUT THE SENTENCING MUST BE MADE LONGER.
The provincial Courts
Provincial courts have 3 types. Family court, Traffic court, and Criminal court. Family court deals with child safety, devorse, and domestic disputes. Traffic court deals with traffic violations, accidents, etc.. Criminal court deals with all forms of breach of laws.
Penetentiaries
These are a series of detention centers covering remand (jail or waiting trial), Medium security prisons and maximum security penetentiaries. Many detension facilities are so very overcrowded and understaffed that attension is required ASAP.
Parole
Inmates are reviewed part way through their sentence. If they have shown marked improvement while in custody, they may be granted early release. Some will go to a half way house and report regularly to a parole officer to assure they are following the rules. Others might be placed on house arrest with monitoring braclets to make sure they comply and others granted full freedom with parole officer visits. Unfortunately, 60% breach parole conditions, re-affend, or engage in more intense criminal activity. Eventually they get recaptured to stand trial again and may be released on bail bond only to breach conditions and again re-affend and be recaptured. It's a major revolving door.
Poilievre said he would use a 3 strikes and your out plan meaning that on your 3 infraction you remain in custody until you die. Legal experts say that would be against the charter of rights. I say if you breach Parole or bail conditions even once judges must not be allowed to allow bail or parole and the criminal remains in custody until dealt with in court. Sentencing must include that they breached conditions.
Weapon based crimes
Weapons are not just knives, machetees, guns, and rifles. It includes use of vehicles, and even drugs IMHO. There are legally bought articles that can be used as a weapon and prohibited articles that are illegal to be in Canada like switch-blakes, knives over 12 inch, and sub or full machine guns. If it was an illegal weapon used the charge should be act of terrorism with Danergous offender designation so they can never be released. If a weapon is used in a crime, there should be a minimum level of sentence (like 5 years) since you knew you intended to do harm by engaging in crime with a weapon. Yes that includes drunk drivers and drug pushers. If a death occurs in a crime with a weapon the lowest sentence must be 25 years.
Drug crimes
The drug cartels know that every country in the world doesn't want them making money off people who are so much in dispare that they seek any relief they can get. So they ship drugs in hidden compartments of cars, trucks, busses, Transports, ships and aircraft in hopes of getting the drugs past authorities. They have even been known to blackmail people to be human mules to have drugs sowen in them to deliver to a destination with promise if they do this their family won't die. People mean nothing to them. The drugs that make it through are repackaged and dealt by dealers to the addicts. Most of the addicts are created by dealers or the young people looking for a thrill. Drugs called designer drugs are made from easy to transport materials and made into drugs in labs. Drugs are even mailed. A small amount of fentynol in an envelope is enough to kill 100,000 people. Authorities can easily find addicts and with careful investigation might even find the dealer and in time maybe find a string of interconnected dealers. It's the target to find the lab or distributor. In Canada the hands of the police are shackled. They often must use phone taps to intercept damming conversation to get at a Lab. Our damn courts make them inform the criminals they are being watched. So they may get one lab or distributor out of business but often because they may have multiple labs identified they all get warned not just the one they found and moved on. Enter the Goody two shoes. These people say if you get rid of a lab or distributor you won't catch all the dealers so they will connect to other labs or distributors that may be making more deadly drugs so quit trying.
Sex, Trafficing, and confinement crimes
Sex is the worlds oldest proffesion. The saying goes that people have the right to do as they please to their bodies like tatoos, piercings, even have sex. Where the problem comes is those that take advantage of another person. It takes many forms. A Pimp is a person that lives off the proceeds of many women forced to sell their bodies. With the internet you will find Women offering sex or a date but first they want you to send money to their manager claiming they are some sort of model and the money is to assure their safe return.
One lonely night I was chatting with a woman who told me she was in an apartment in town near a bar. I was hungry so I asked her if she had eaten, she said no , she was rather hungry too. I asked her to meet me at the bar and I would love to buy us supper. She replied yes but there is just one thing, I need you to call my manager because I am a model and he will charge a small fee of $300 which you will get most of it back after I return safe from our date. She cancelled the chat when I said $300 is out of the question just to treat you supper and have company for a change. I ate leftovers and guess it's meant for me to be alone.
The internet is a dangerous place. I watched a W5 report on how preditors buy date rape and knockout drugs online and share actual ingredients to make your own. The purpose is to knock out Women randomly on the street and take them wear they can be sexually abused even filmed and posted to porn sites. Girl friends, and even their own wives are violated for years not knowing anything happened because the drugs leave no memory.
Some degenerates Grab a Woman or child and lock them away as their own private prize to abuse for years. Others get the thrill of Grabbing Women of all ages and types who are forced to have sex even drugged to make them addicts and sold as sex slaves.
Identity crimes
Anyone that deals in Bit coin or crytocurrency are suspect to being engaged in criminal activity. These are untraceable since they don't physically exist until cased in (converted to a known currency). The concept actually comes from our banks that found it easier to transfer funds in large amounts between businesses and their suppliers, or empolyees. When you hear AI be afraid be very afraid. Recently schools, hospitals, pharmacy's, large and small stores have encountered data breaches where the personal information of millions of people have been stolen and sold to criminals to do everything from steal their money, ruin their credit, hold businesses for ransom, and target them for attacks. AI is software designed to learn. It learns faster than most humans can think. While it may be designed to drive a car, hit a target with a missile, develop a better plan, it can also learn new things not intended in the design. I
So you can see crime is a major problem with no simple cure.
